The ship's crew blamed the bad luck on Covenant so they tied him to rocks in a cave and left him to die.

Leader of the Nortego crime cartel. Carlos had his fingers in a number of illegal activities but the majority of his wealth and power came from the illegal drug trade. Carlos maintained his control by ruthlessly murdering, threatening or bribing those who stood in his way.

One of the businesses under Nortego's control was St. Anthony's Hospital in New York City. St. Anthony's housed a number of mysterious patients, including Patient 47 - a test subject of program attempting to create super-humans.

Nortego had become involved with Jason Wynn of the USSG to supply research and technology for the program. Nortego had a number of scientists in his employ including some German scientists on the cutting edge of gene-splicing therapies. However, after the research supplied to Wynn failed to yield successful results (inlcuding the death of Patient 22), Wynn grew impatient. He decided their next patient should be taken to Nortego's German scientists directly for experimentation. This new attempt also failed, resulting in the monstrosity called Tremor.

Years later when St. Anthony's Hospital exploded and its patients were scattered across the city, Nortego initiated a manhunt to find the formerly comotose Patient 47.

The hunt failed at every turn, but eventually Patient 47 (or Jim Downing as he was calling himself) showed up at Nortego's office on his own. The two had a discussion that revealed Jim Downing was actually partners with Jason Wynn, in charge of the genetic testing program and he had chosen himself to be his final test-subject.

In anger at the revelations of his past, Jim Downing appears to have snapped the neck of Carlos Nortego.
